The concept of No Pants does, I think extend to the prohibition of wearing pants on one's head, or anywhere else. Taken to its extreme, it prohibits even unworn pants, although it is technically legal for citizens of the Kingdom of No Pants to hold pants in offshore acoounts.

Someday, I'm going to work of the money to afford a kilt! I have a friend who lives in Scotland, he tells me the things can easily run over a hundred dollars!
But I'd wear'em and be proud of my Scots-Irish Greman heritage.
